@kdfrawg For the last three years of my employment with the BigPhoneCompany, I was with the section that identified/determined which bits/sections of cables had been dug up, damaged or just plain stolen for the copper content.
Then we'd start the ball rolling with getting staff from other groups together if it was a big tricky job. We'd then start preparing the remaining ends & making the jobsite safe before the arrival of the fixup team.
It was usually semi-organised chaos.
