@hazardwarning Go to System Preferences-> Accessibility-> Display & check the box beside Increase contrast. When you do so, Reduce Transparency is also selected by default. Here's two screenshots: the first show Safari unmodified, the second shows the difference. The changes are made to the toolbar & sidebar in Finder windows as well.
