On devices with a screen less than 10.1 inches, all that’s required in order to perform edits is a free Microsoft account. But on larger screens, you’ll need a 365 subscription or account.

I tried the app on my 10.2 in iPad 8 and my 7.9 in iPad Mini & can attest to these requirements. Ergo, the app is on my iPad Mini but not on the big one.
